This card was never mailed and the clue to the location is on the back in a pencil notation, "Rice Place Ascutney".  Found with a slew of other cards from Vermont so I think my research is right.

This postcard shows the ruins of the $250,000.00 fire in the business section of Bellows Falls Vermont on March 26, 1912.  Tip wear and dingy appearance in the white border including staining. The message on the back is unrelated to the fire.  Charlestown N H cancel.  Addressed to Mrs. Fred Putnam in Springfield Vermont.
